Board of License Commissioners for Baltimore City must impose a fee of up to $250 for expedited processing of Class C per diem license applications submitted less than 2 weeks before the scheduled event

Board must adopt regulations for Class C per diem license applications, including authority to deny or revoke licenses and limit the number issued to a person for the same location within a calendar year

Authorizes new alcoholic beverages licenses in the 40th district for specific locations: Class C beer and light wine on the 2500 block of West North Avenue for on-campus events, Class C beer and wine on the 800 block of North Howard Street for barbershops (limited to two drinks per patron during service, sales 10 a.m.–9 p.m. only), and Class B restaurant licenses on the 1100 block of Hollins Street and unit block of South Carrollton Avenue

Adds Class M-F (Municipal Family Fun Center) license to the list of licenses exempt from restricted hours of sale in the 40th alcoholic beverages district

Expands restricted alcohol sales hours (10 a.m.–10 p.m. only) to an additional bounded area in the 40th district near North Fulton Avenue, Pennsylvania Avenue, Druid Hill Avenue, and North Carey Street
