Updates federal law reference dates from December 31, 2016 to December 31, 2024 for defining "family planning providers" and "family planning services" under Title X of the Public Health Service Act

Expands the definition of "family planning providers" to include providers that lost Title X funding due to counseling, referrals, or other actions described in HHS rules, as well as entities that provided funding or grants to such providers

Grants the Maryland Insurance Commissioner and Commission on Civil Rights concurrent jurisdiction to enforce health insurance anti-discrimination provisions under § 15-1A-22

Updates multiple insurance regulation reference dates (from December 2019 or December 2023 to December 31, 2024) for grandfathered plans, summaries of benefits, medical loss ratios, cost-sharing limits, prescription drug coverage, and rescission requirements

Takes effect June 1, 2025
