Mandates that generating stations include backup electricity sources and on-site generating capacity for reliability, along with cybersecurity safeguards

Requires applicants for a Certificate of Public Convenience and Necessity to demonstrate the station will remain independent from the grid, comply with state and federal laws, and contribute to state energy goals

Owners/operators must submit annual reports to the Commission on energy source and usage, environmental impact, contributions to state energy goals, and operational compliance; effective October 1, 2025
