Requires operators to submit a law enforcement interaction plan to the Motor Vehicle Administration before operating, including contact information for fleet support specialists and instructions for safely removing or towing the vehicle

Designates the automated driving system as the legal vehicle operator when engaged, satisfying all driver requirements including licensure under Maryland Vehicle Law

Permits transportation network companies, for-hire vehicle companies, and ground passenger transportation companies to use fully autonomous vehicles

Preempts state agencies and local governments from prohibiting fully autonomous vehicle operation on highways under their jurisdiction; effective October 1, 2025
