Establishes the Task Force to Develop a Realistic Electricity Plan for Maryland, a 19-member body including legislators, state agency officials, utility representatives (BGE, Constellation, Pepco, Potomac Edison, Delmarva Power, SMECO), PJM Interconnection, environmental groups, and ratepayer representatives

Task Force must study and forecast Maryland's electricity needs for 2026, 2030, 2035, and 2040, including estimates of out-of-state electricity imports and capacity market costs to ratepayers

Task Force must recommend policies to limit out-of-state electricity purchases to no more than 25% of demand by 2030, 2035, and 2040, while ensuring grid reliability through options including nuclear expansion, renewable energy, energy storage, and transmission upgrades

Prohibits the Public Service Commission from approving construction or expansion of any transmission lines in the State from July 1, 2025 through May 1, 2026

Task Force report due to the Governor and General Assembly by December 31, 2025; entire Act automatically expires on June 30, 2026
