Requires insurance carriers to pay the same commission rates to insurance producers for selling Medicare supplement policies regardless of when the policy is sold—whether during open enrollment, guaranteed issue periods, or as underwritten policies

Applies to Medicare supplement policies issued under § 15-909(B)(6) or to individuals aged 65 years or older

Eliminates the practice of carriers paying different commission rates based on the enrollment circumstance of the sale

Adds new Section 15-922.1 to the Insurance Article of the Maryland Annotated Code

Takes effect October 1, 2025
