Establishes the Abandoned and Neglected Cemeteries Fund as a special, nonlapsing fund administered by the Secretary of Labor to provide for the care, preservation, maintenance, and restoration of abandoned and neglected cemeteries in Maryland

Defines "abandoned cemetery" as one where the operating organization has ceased to exist, no property owner is listed, the property has been condemned, or legal ownership cannot be determined; defines "neglected cemetery" as one with multiple maintenance citations, disrepair, vandalism, or physical deterioration

Authorizes the Governor to include up to $250,000 annually in the state budget for the Fund, supplemented by interest earnings and other accepted money

Limits promotional spending to no more than 5% of the Fund's net proceeds; expenditures are supplemental to existing Office of Cemetery Oversight funding

Requires the Secretary to submit an annual report to the General Assembly by September 30 detailing donations, promotional efforts, and Fund use; effective October 1, 2025
