Maryland Department of the Environment must hold mandatory informational meetings for all air quality control permit applications in Howard County, unless the Howard County Delegation to the General Assembly requests cancellation

Howard County must hold a public meeting before providing zoning/land use verification for air quality permit applications when requested by the Department or applicant

Permit holders conducting activities within 1 mile of residential property they previously owned must provide annual emissions reports to community associations representing those property owners

Howard County may grant property tax credits on owner-occupied residential properties located within one-half mile of sites with air quality permits or registrations

Howard County Executive and Council must report by January 1, 2026 on the county's authority to adopt air quality standards more restrictive than state standards and a plan for implementation
