Expands the Anne Arundel County Board of License Commissioners from three to five members, with appointments made by the Governor from a list recommended by the county's General Assembly delegation

Limits Board composition so no more than three members may belong to the same political party and no more than two members may reside in the same state legislative district

Requires the Board to adopt and publish a written ethics policy addressing conflicts of interest and member recusal procedures

Mandates license applications include an optional field for applicants to provide race and ethnicity information, which cannot be used as a factor in licensing decisions

Requires the Board to submit an annual report to the General Assembly by January 15 detailing the racial breakdown of disciplinary actions taken in the preceding calendar year
