Prohibits persons possessing government records containing personal information from sharing them for resale or in exchange for anything of value, and bars sharing such records for immigration enforcement purposes without a valid federal or state court warrant

Requires state and local government employees to deny access to public records, photographs, and facial recognition searches to any person or governmental entity seeking information for federal immigration enforcement, unless presented with a valid warrant

Mandates law enforcement agencies and state/local government units deny database access to individuals who are or appear to be seeking access for immigration enforcement purposes without a warrant that clearly identifies the specific record to be accessed

Requires each state government unit to maintain records of all database access requests and submit annual reports to the Attorney General and General Assembly by December 1, detailing the number, nature, and disposition of requests

Takes effect October 1, 2025
