Establishes an Intelligent Speed Assistance System Pilot Program requiring drivers whose licenses face suspension or revocation due to speeding-related violations to participate for 1 year

Motor Vehicle Administration must issue restrictive licenses to participants requiring use of an intelligent speed assistance system in their vehicles

Service providers must be certified by both the MVA and manufacturers, and must report to the Administration at least every 30 days on participants

Participants removed for program violations may reenter after 30 days but must complete an additional 3 months beyond their original program duration

Pilot program takes effect October 1, 2025 and automatically expires June 30, 2029; MVA must report on implementation to the Governor and General Assembly by December 30, 2028
