Expands eligibility for the Edward T. and Mary A. Conroy Memorial Scholarship Program to include applicants who are or were eligible for the federal Chapter 35 Survivors' and Dependents' Educational Assistance benefit, as determined by the U.S. Department of Veterans Affairs

Allows applicants to submit a copy of their Certificate of Eligibility for the Chapter 35 benefit to verify eligibility for the scholarship

Permits school certifying officials or institutional liaisons to verify an applicant's Chapter 35 eligibility if the applicant is unable to obtain a certificate

Takes effect July 1, 2026
