Beginning in the 2027-2028 school year, Prince George's County must budget full-time salary and benefits (including health insurance) for all one-to-one student aides, matching terms provided to other county school employees

County Superintendent must provide quarterly updates to the Board of Education and State Department of Education for at least 24 months, covering IEP aide needs, compensatory services owed, service delivery rates, and aide vacancy/turnover data

All employees providing special education services must complete at least one professional development training per school year starting in 2027-2028

State Department of Education must hire a third-party auditor to audit Prince George's County special education services for fiscal years 2021-2025, examining IDEA compliance, staffing, finances, complaints, and student outcomes

Designated as an emergency measure taking effect upon enactment, the Act automatically sunsets after 3 years with no further legislative action required
