Expands Maryland's Zero-Emission Vehicle School Bus Transition Grant Program and Fund to include propane-powered school buses as eligible for grants and funding alongside zero-emission vehicles

Authorizes county boards of education to enter into new contracts for propane-powered school buses beginning in fiscal year 2030

Grants may be used to purchase zero-emission or propane-powered buses, install EV charging infrastructure, plan for zero-emission transitions, and fund pilot programs

County boards are exempt from zero-emission purchase requirements if no available zero-emission or propane-powered vehicle meets performance needs, or if they cannot obtain sufficient funding to cover incremental costs

Takes effect October 1, 2026
