County superintendents must allow dependent children of active service members relocating to Maryland on official orders to advance enroll in public schools before establishing residency, using a free remote registration process that requires no in-person appearance

Active service members must provide official orders showing they will be stationed in Maryland during the current or immediately following school year, and must submit proof of residence within 10 days of their published arrival date

The remote registration process must allow parents to indicate if a child has an Individualized Education Program (IEP) or 504 Plan, and county boards must ensure children with disabilities receive appropriate education without undue delay

Military children using advance enrollment may remain enrolled through the end of the school year even if residency requirements are no longer met, and must have equal access to academic courses, extracurricular activities, and athletic programs

The Secretary of Veterans and Military Families must publish and maintain information on advance enrollment procedures, the Purple Star Schools Program, the Interstate Compact on Educational Opportunity for Military Children, and available services for military families
