Prohibits manufacturers from selling products containing intentionally added PFAS chemicals in Maryland, with phase-out dates of January 1, 2028 for cleaning products, cookware, cosmetics, personal care products, feminine hygiene products, pet food packaging, juvenile products, and intimacy products, and January 1, 2029 for fabric treatments, ski wax, textiles, textile furnishings, upholstered furniture, and paint.

Requires all manufacturers of products containing intentionally added PFAS chemicals to register with the Department of the Environment by January 1, 2028, submit disclosure forms, and pay registration fees.

Establishes the Maryland PFAS Chemicals Protection and Remediation Fund as a special nonlapsing fund to assess, prevent, and remediate PFAS contamination, funded by registration fees, penalties, cost recovery from polluters, and civil settlements.

Authorizes the Department to conduct compliance testing, with penalties of up to $500 for first violations, $1,000 for subsequent violations of fire-fighting foam provisions, and up to $15,000 for other violations, plus $25,000 per day for administrative order violations.

Takes effect October 1, 2026, and requires the Department to adopt regulations identifying "currently unavoidable uses" of PFAS chemicals essential for health, safety, or societal functioning by January 1, 2027.
