Eliminates the option for eyelash extension license applicants to qualify by passing a practical and written examination administered by the State Board of Cosmetology

Eyelash extension license applicants must now qualify only through training: either a 3-month registered apprenticeship or 100 hours of instruction at an approved cosmetology school

Applicants must still meet basic requirements: be at least 17 years old and have completed a 9th grade education or equivalent

Effective date: October 1, 2026
