State Board of Elections must select, certify, and acquire a telephone voting system for absentee voting by voters with print disabilities, to be used in all Maryland counties

Eligible voters must attest to having a print disability (a condition preventing or inhibiting reading, holding, or processing standard printed materials) and will be placed on a telephone voting system list

System must meet security requirements including ballot secrecy, voter identity authentication (via PIN, voiceprint, or other technology), accurate vote recording, paper audit trail capability, air-gapped storage, and toll-free access

State Board must send written communication in accessible format to registered telephone voters at least 75 days before absentee ballots are sent, including toll-free number, access dates, authentication credentials, and instructions

State Board must report to the legislature by December 1, 2028 on system implementation status, costs, voter education campaign, and projected eligible voter numbers; effective date is January 1, 2027
