Prohibits consumer contracts from waiving, limiting, impairing, or disclaiming any rights or enforcement methods established by federal or state law, including provisions that shorten the time to bring legal action

Repeals existing exemptions that previously excluded businesses operating under state licenses/franchises, services regulated by the Maryland Public Service Commission and federal agencies (FCC, FERC), and licensed security system providers

Violations constitute unfair, abusive, or deceptive trade practices under Title 13 of the Commercial Law Article, subjecting violators to enforcement actions and civil penalties

Courts must not give effect to illegal contract provisions and must enforce the remainder of the contract; consumers may also seek declaratory relief or injunctions in addition to damages

Applies prospectively only to contracts entered into on or after October 1, 2026, and does not invalidate arbitration provisions enforceable under the Federal Arbitration Act
