Authorizes the State Prosecutor to investigate violations of Criminal Law § 3-708 (threats to take the life of, kidnap, or cause physical injury) when committed against a judge or judge-elect

Expands the State Prosecutor's existing investigative jurisdiction, which currently covers election law violations, public ethics offenses, bribery, and malfeasance in office

Requested by the Maryland Judicial Conference through the Judiciary Committee
