Establishes use of force standards for National Guard members operating in Maryland at the request of the President or Secretary of Defense under 32 U.S.C. § 502

Force may only be used when necessary and proportional to prevent imminent physical injury or effectuate a legitimate law enforcement objective, and must cease once the person is under control or no longer poses a threat

National Guard members must attempt de-escalation when possible, intervene to stop excessive force by other members, provide first aid to injured persons, and fully document all use of force incidents

Intentional violations resulting in serious physical injury or death constitute a misdemeanor punishable by up to 10 years imprisonment
