Public and nonpublic primary and secondary schools must adopt written policies protecting student record privacy, including procedures for parental inspection, prohibitions on disclosing personal information without written consent, and maintenance of records tracking who accesses student information

Parents and guardians have the right to inspect all records pertaining to their child; for students 18 years or older, these rights transfer to the student

Nonpublic prekindergarten programs and nonpublic primary/secondary schools must annually report to the State Department of Education (by September 1, beginning in 2027) the number of alleged discrimination incidents based on race, ethnicity, color, religion, sex, age, national origin, marital status, sexual orientation, gender identity, or disability

Discrimination reports must include the type of discrimination alleged, whether the complainant was a student/prospective student/parent, and whether the alleged offender was a student, employee, volunteer, or other individual

The Department must submit a compiled report to the Governor and General Assembly by December 31 each year discussing findings and trends, with no personal identifying information included; the bill takes effect July 1, 2026
