Requires the Independent Investigations Division of the Attorney General's Office to investigate any death or serious physical injury occurring during interactions with federal law enforcement or federal immigration enforcement officers

Mandates the Division submit a report of investigation findings to the Governor and General Assembly

Requires the Attorney General to prosecute federal law enforcement or immigration enforcement officers if the investigation finds sufficient grounds that a crime was committed

Designated as an emergency bill requiring three-fifths approval from both houses of the General Assembly, taking effect immediately upon enactment
