Repeals mandatory annual dog licensing requirements in Caroline County, including the requirement for owners to apply to the county tax collector by July 1 each year for dogs at least 6 months old

Eliminates requirements for metal license tags with serial numbers, annual shape changes, and mandatory collar attachment for licensed dogs

Retains authority for County Commissioners to adopt rules and regulations for dog licensing, record-keeping, and seizing dogs running at large through resolution or ordinance

Preserves the county's ability to appoint animal control officers with peace officer powers and to provide animal shelters, including through agreements with adjacent counties
