Prohibits courts from releasing a defendant after conviction while pending sentencing or during appellate review under specified circumstances

Applies when the defendant was convicted of a crime of violence (as defined in § 14–101 of the Criminal Law Article) or child neglect (§ 3–602.1)

Restriction applies only when the crime resulted in the death of a victim under the age of 14 years

Creates new Subtitle 3 "Postconviction Release" under the Criminal Procedure Article, adding Section 5–301
