Reduces the Board of Trustees of the Maryland School for the Deaf from 19 members to 13 members, all appointed by the Governor with Senate consent

Increases the minimum number of deaf members required on the Board from 6 to 7, making deaf members a majority (at least 7 of 13)

Terms of the first 6 appointed members whose terms expire after the effective date will terminate at the end of their respective terms to achieve the reduced board size

Governor must prioritize appointing deaf members when filling vacancies created by the terminating terms

Takes effect July 1, 2026
