Establishes the Youth Delinquency Prevention Fund as a special, nonlapsing fund to provide grants to community-based programs, including Youth Service Bureaus, for delinquency prevention, youth suicide prevention, drug and alcohol use prevention, and youth development services

Fund sources include state budget appropriations, interest earnings, and other accepted money, with expenditures limited to the fund's stated purposes and subject to state budget requirements

Exempts the Fund from the general requirement that interest on special funds accrue to the General Fund, allowing interest earnings to remain in the Youth Delinquency Prevention Fund

Requires annual reports to the Legislature beginning December 1, 2027, detailing funds distributed, number and amount of grants, demographics of children and families served (by age, region, race, ethnicity), and any subsequent justice system interactions by youth served

Takes effect October 1, 2026, with the Fund administered by the Office and subject to audit by the Office of Legislative Audits
