Expands enhanced sentencing for illegal handgun possession to include prior convictions from other states, federal courts, military courts, and Native American tribal courts, not just Maryland convictions

Equivalent out-of-state crimes must be offenses that would constitute violations of Maryland's handgun laws (§ 4-203, § 4-204, § 4-101, or § 4-102) if committed in Maryland

First-time offenders face 30 days to 5 years imprisonment and/or $250-$2,500 fine; one prior conviction increases minimum to 1 year; multiple priors increase minimum to 3 years

Violations on public school property or with intent to injure/kill carry enhanced mandatory minimums of 3-5 years depending on prior record
