Establishes the Coal Combustion By-Product Materials Grant Program within the Department of the Environment to award grants to Maryland manufacturers of cement, concrete, or construction materials that use state-sourced coal combustion by-products (fly ash, bottom ash, boiler slag, pozzolan)

Requires eligible manufacturers to create jobs in communities impacted by coal combustion by-product generation, meeting prevailing wage standards or community benefits agreements, while prioritizing local hiring and use of apprenticeships/training programs

Mandates state government units give procurement preference to bids for eligible projects (those receiving >50% state funding) that use certified state-sourced coal combustion by-products and demonstrate quantified greenhouse gas emissions reductions

Requires annual reporting by grant recipients starting October 1, 2027, on tonnage used, jobs created, and emissions reductions, with Department reports to the Governor and General Assembly due each December 1

Takes effect October 1, 2026, with a comprehensive program evaluation due December 1, 2031
