Authorizes municipalities to conduct municipal elections using qualified electronic transmission systems that allow voters to receive, mark, and return ballots electronically

Requires qualified systems to maintain specific security protections including end-to-end encryption, end-to-end verifiability, multifactor authentication, air-gapping, and security auditability

Mandates biometric or equivalent digital identity verification technologies and a process for printing decrypted ballots to create paper records

Prohibits municipalities from using voter information collected through these systems for any purpose other than election administration and voter participation statistics

Takes effect July 1, 2026
