Mandates voter notification through written instructions, social media, and mass media explaining both federal and state requirements for timely ballot receipt when federal preemption occurs

Encourages voters to mail ballots at least one week before election day or use official drop boxes by election day

Applies only to the 2026 and 2028 primary and general elections, with the act automatically expiring 3 years after enactment
