Establishes an Intelligent Speed Assistance System Pilot Program that the Motor Vehicle Administration must implement by October 1, 2027, allowing drivers facing license suspension or revocation for speeding violations, reckless driving, or racing to participate instead of losing driving privileges

Participants receive a restrictive license requiring use of an intelligent speed assistance system for 90 days (first suspension), 180 days (second/subsequent suspension), or 1 year (revocation), with participation beginning when the device is installed in their vehicle

Service providers must be certified by both the Administration and device manufacturers, with requirements to report participant data to the Administration at least every 30 days

Participants who violate program requirements may be removed but can reenter after 10 days, with an additional 3 months added to their participation period; failure to complete the program results in license suspension

The pilot program takes effect October 1, 2026 and automatically expires June 30, 2031, with a required report to the Governor and General Assembly by December 30, 2030 on program participation and outcomes
