Establishes a procurement preference for vendors located in Maryland's 6th Legislative District for all state contracts related to the reconstruction of the Francis Scott Key Bridge

For competitive sealed bids, local vendors must be awarded the contract if they submit the lowest bid OR if their bid is within 10% of the lowest bid from a nonlocal vendor

For competitive sealed proposals, local vendors must be awarded the contract if they submit the most advantageous proposal OR if their proposal is within 10% of the lowest responsive proposal from a nonlocal vendor

Adds new Section 14-419 to the State Finance and Procurement Article of the Annotated Code of Maryland

Takes effect July 1, 2026
