Prohibits landlords from inquiring about criminal history on rental applications until after extending a conditional offer, except for specific serious offenses including sex offenses, child pornography, human trafficking, and murder within 10 years

Limits criminal history lookback period in tenant screening reports from 7 years to 3 years for charges and convictions

Allows landlords to withdraw conditional offers only for enumerated serious convictions (murder, human trafficking, sex offenses, child pornography, and certain violent/property crimes within 3 years) after conducting an individualized assessment

Requires landlords to provide written notice before accepting application fees explaining criminal history screening policies, and written notice with specific reasons if withdrawing a conditional offer based on criminal history

Establishes violations as unfair trade practices under the Maryland Consumer Protection Act with civil penalties up to $1,000 per violation, effective October 1, 2026
