Expands the definition of "qualifying relative" to include sons-in-law and daughters-in-law for conflict of interest prohibitions that prevent government officials from participating in matters involving family members.

Requires county, municipal corporation, and school board conflict of interest and lobbying provisions to be "equivalent to or exceed" state law requirements, replacing the previous "similar to" or "substantially similar" standard.

Mandates that local governments and school boards authorize removal of elected officials and board members from office for conflict of interest violations.

Requires local ethics commissions to make public any recommendation to expel a member of a county or municipal governing body or school board.

Takes effect October 1, 2026.
