Public senior higher education institutions (University System of Maryland, Morgan State University, St. Mary's College) and community colleges must submit annual reports to the Maryland Higher Education Commission by September 1, 2026 on campus contraception access

Community colleges must provide students access to all methods of over-the-counter contraception through student health centers, retail establishments, vending machines, or other campus-based methods

Annual reports must detail how students access contraception, whether all OTC methods are available, amounts provided, and how institutions consulted with students and student organizations

The Maryland Higher Education Commission must compile and report the collected information to the General Assembly by October 1 each year

The Maryland Department of Health may assist community colleges with plan development and connecting with organizations experienced in contraception vending machine distribution
