Authorizes the Maryland Stadium Authority to acquire land, review proposals, and make recommendations for a professional soccer stadium and soccer academy in Baltimore City's Carroll Park

Establishes a bonding cap of $216,600,000 for the Carroll Park Soccer Stadium and Facility, requiring Board of Public Works approval for bond issuance and financing plans

Creates the Carroll Park Soccer Stadium and Facility Fund as a continuing, nonlapsing special fund to finance site acquisition, design, construction, and debt service

Dedicates a portion of state sports wagering proceeds to pay principal and interest on the stadium bonds beginning in fiscal year 2028

Prohibits the Authority from issuing bonds until it secures a written operating agreement with "United Partnership" (presumably the soccer team ownership group)
