Mandates annual reports from each state government unit starting July 1, 2027 listing all regulations anticipated to be amended, adopted, or repealed in the next fiscal year

Requires executive branch units to submit detailed reports by December 1, 2026 on all permits, licenses, and certifications, including processing times, fees, and recommendations for eliminating low-volume authorizations (fewer than 5 applications per year)

Directs state agencies to implement online application submission, electronic payment processing, and application amendment capabilities in coordination with the Department of Information Technology
