Establishes the Release Preparation Program within the Division of Correction to allow formerly incarcerated individuals access to state correctional facilities to help current inmates prepare for release

Requires the Division of Correction to create a registration protocol for formerly incarcerated individuals, which must be approved by the Office of the Attorney General

Mandates that the registration of program participants be made publicly available, and participants must submit written schedules of their intended facility visits

Prohibits the Division of Correction from denying a participant's schedule unless it would interfere with normal facility operations

Expands the permissible uses of the Cannabis Regulation and Enforcement Fund to include funding for the Release Preparation Program
