Establishes a 9-member Board of Directors for Baltimore Core Transit Service (local bus, light rail, metro subway, paratransit) with authority to approve major service plans, operating/capital budgets, and service changes; members appointed by the Governor (5), Mayor of Baltimore City (2), Baltimore County Executive (1), and Anne Arundel County Executive (1)

Creates a Commuter Services Advisory Board to provide oversight and guidance for MARC commuter train and commuter bus services, with 9 members appointed by the Governor including residents of served areas, accessibility representatives, and labor union members

Proposes a constitutional amendment to extend "quick take" condemnation authority to the Maryland Transit Administration for transit purposes, allowing property acquisition upon payment of estimated fair value before final compensation is determined

Limits MTA tort liability to $400,000 per single claimant for injuries from a single incident, exempts MTA capital construction projects on fixed guideway systems from state procurement law, and allows the Maryland Transportation Commission to set compensation for up to 12 management positions

Repeals the Baltimore Regional Transit Commission, requires a technical study on creating a statewide rail financing authority by December 1, 2026, and takes effect October 1, 2026 (with constitutional amendment provisions contingent on voter approval in November 2026)
