Extends the deadline for the Commission to adopt implementing regulations from June 1, 2026 to October 1, 2026

Requires data centers to use the specific rate schedule even if they don't meet the standard 100 megawatt monthly demand and 80% load factor thresholds that apply to other large load customers

Removes the exemption that allowed existing large load customers who are data centers to avoid the new rate schedule when expanding by more than 25 megawatts under a new service agreement
