Montgomery County Board of Education may require public schools to meet either the minimum 180 actual school days OR the minimum school hours requirement (instead of both) when severe weather, natural disaster, or civil disaster prevents normal attendance

Schools must still remain open for at least 175 actual school days during the school year to qualify for this flexibility, and the county must have already used at least 2 built-in snow days

Hourly school employees must be offered an opportunity to make up lost wages through other duties before the next school year begins if schools operate fewer than 180 days or minimal hours

Montgomery County Board of Education must submit reports to the State Board of Education and General Assembly by June 30, 2026 and June 30, 2027 detailing which elementary, middle, and high schools operated under reduced schedules

Emergency bill takes effect immediately upon enactment and automatically expires on June 30, 2027
