Authorizes Montgomery County to use crosswalk monitoring systems in school zones to record vehicles failing to yield to pedestrians in crosswalks, subject to local law approval and Montgomery County Council location approval

Civil penalty for violations may not exceed $40, with citations mailed within 2 weeks of the violation; recorded images must show the vehicle, license plate, time, date, and location

Violations are not considered moving violations, do not add points to driving records, and cannot be used in motor vehicle insurance decisions

Contractors operating the monitoring systems may not be compensated on a per-ticket basis tied to the number of citations issued or paid

Act takes effect July 1, 2026 and automatically expires June 30, 2031; requires Montgomery County DOT to report to the Governor and General Assembly by December 1, 2027 on system effectiveness, costs, and violation/crash reduction data
