Creates a temporary to-go event permit for Worcester County Class B beer, wine, and liquor license holders whose establishments are located within or immediately adjacent to designated special event areas, at a fee of $20 per day

Establishes a Class C per diem municipal to-go beer, wine, and liquor license that municipalities in Worcester County can obtain to designate special event areas for up to 7 consecutive days, at a fee of $45 per day

Permits holders may sell alcoholic beverages in approved to-go cups that patrons can carry outside the licensed establishment into the designated special event area

Requires the Board of License Commissioners to adopt regulations covering special event area designation, hours of sale, age verification, approved cup specifications, advertising, public hearings, and security requirements

Takes effect July 1, 2026
