Requires mandatory membership in the Correctional Officers' Retirement System for Allegany County local detention center officers if the county becomes a participating governmental unit in that system

Applies to individuals who were detention center officers before the effective date and remain employed through that date

Grants affected officers eligibility service and creditable service credit for their employment with Allegany County prior to the effective date

Terminates membership in the Employees' Pension System for officers who transfer, removing all rights to benefits under that system

Takes effect June 1, 2026, with asset transfers governed by existing § 31–2B–05(C) provisions rather than the standard Title 37 transfer rules
