Establishes a 3-year statute of limitations for civil suits to enforce local consumer protection codes where equitable relief, a fine, or a penalty is available as a remedy

The 3-year period begins when local authorities knew or reasonably should have known of the violation, not from the date the violation occurred

Adds new Section 5-106(kk) to the Maryland Courts and Judicial Proceedings Article

Takes effect October 1, 2026
