Establishes a 3-year statute of limitations for prosecuting or enforcing local consumer protection codes where equitable relief, fines, or penalties are available

The limitations period begins when local authorities knew or reasonably should have known of the violation, rather than when the violation occurred

Adds new Section 5-106(kk) to the Courts and Judicial Proceedings Article of the Maryland Annotated Code
