Establishes collective bargaining rights for employees of controlled-environment agricultural operations (greenhouses and enclosed structures with artificially regulated temperature and environmental conditions)

Grants greenhouse workers the right to self-organization, form or join employee organizations, bargain collectively through an exclusive representative, and engage in lawful concerted activities

Requires the Secretary of Labor to adopt regulations for determining bargaining units, verifying interest forms, conducting elections (secret, mail-in, or electronic ballot), certifying representatives, and resolving impasses

Mandates paid rest breaks of at least 5 minutes per hour when the heat index inside a greenhouse reaches and maintains at least 90 degrees Fahrenheit, compensated at the employee's regular rate of pay

Takes effect October 1, 2026
