Authorizes pharmacists to prescribe and dispense preexposure prophylaxis (PrEP) for HIV prevention after completing a Board-approved training program and providing patient counseling consistent with CDC guidelines

Requires Maryland Medical Assistance Program to cover FDA-approved HIV prevention drugs, including PrEP and postexposure prophylaxis (PEP), beginning January 1, 2027

Prohibits insurers, HMOs, nonprofit health service plans, and managed care organizations from requiring prior authorization, step therapy, or any cost-sharing (copayments, coinsurance, deductibles) for PrEP or PEP medications prescribed according to CDC guidelines

Eliminates cost-sharing for related services including HIV testing, kidney function testing, STI testing, hepatitis B/C testing, pregnancy testing, follow-up visits, and hepatitis B vaccinations

Requires the State Board of Pharmacy to develop a pharmacist notification plan and establish a workgroup to recommend protocols for pharmacist prescribing by October 1, 2026; most provisions take effect July 1, 2026
