Authorizes Howard County Police Department or other designated department to place surveillance cameras at locations repeatedly used for illegal dumping on county or state-owned property

Allows citations with civil penalties up to $1,000 to be mailed to vehicle owners captured on surveillance footage committing illegal dumping violations, with citations due within 2 weeks of the violation

Provides legal defenses including proof that the vehicle or plates were stolen, or evidence identifying another person as the actual violator

Motor Vehicle Administration may refuse to register or suspend registration of vehicles with unpaid citations when owners fail to pay or contest the violation

Pilot program takes effect July 1, 2026 and automatically sunsets on June 30, 2031 (5-year duration)
