Redefines the scopes of practice for Maryland's four categories of licensed social workers: licensed bachelor social worker, licensed master social worker, licensed certified social worker, and licensed certified social worker–clinical

Licensed bachelor social workers may perform generalist functions including psychosocial assessment, case management, and supportive counseling, but may not diagnose disorders, provide psychotherapy, or practice independently without Board approval

Licensed master social workers may provide counseling, psychotherapy, and clinical services only under supervision of a licensed certified social worker–clinical, and may not practice clinical social work or diagnose disorders independently

Licensed certified social workers–clinical may independently practice clinical social work, diagnose and treat mental/emotional/behavioral/addictive disorders, provide psychotherapy, and offer clinical supervision
